Draft Environmental Impact Statement

Pursuant to the National Environmental Policy Act of 1969 (NEPA), as implemented by the Council on Environmental Quality, the Navy has prepared a Draft Environmental Impact Statement (Draft EIS) for the Navy Old Town Campus (OTC) Revitalization. The Draft EIS evaluated the potential environmental effects associated with modernization of OTC to support Naval Information Warfare Systems Command’s (NAVWAR) current and future operational readiness.

In January 2020, the Navy began the public involvement process as required by NEPA. The public participated in a 30-day public scoping period in January and February 2020 for development of the Draft EIS. On May 14, 2021, a notice was published in the Federal Register announcing the public review and comment period for the Draft EIS and dates of virtual public meetings, and public review and comment pursuant to Section 106 of the National Historic Preservation Act.

On July 13, 2021, the Navy issued a Notice of Availability announcing a 30-day extension of the public comment period from July 13, 2021 to August 12, 2021.

On April 13, 2022, the Navy announced it is updating the OTC Revitalization project timeline and sequence of events. This update is in response to public comments received on the Draft EIS requesting additional details before a Record of Decision (ROD) is signed. To accommodate this request, the Navy began a competitive solicitation process in November 2022 to identify a potential master developer that can work with the Navy to provide prospective site plans before finalizing the EIS.
